ASPCA Pet Insurance Texas Review
ASPCA is administered by PTZ Insurance Agency (Crum & Forster) and underwritten in Texas by Independence American Insurance Company.
Coverage
ASPCA's Texas sample policy is the same Independence American form as Spot's (PET-P-20000-1024 with Texas endorsement PET-AE-20000-TX-0723): a 14-day wait for accidents, illnesses and ligament and knee conditions; cured conditions covered again after 180 days; coverage and rates can change at renewal with 60 days' notice. ASPCA offers its Waiting Period Health Assessment form (vet exam from 3 days before to 7 days after the start date) in Florida and California, but its documents page does not offer it for Texas dogs and cats, and the Texas sample policy has no exam waiver. Limits, enrollment ages and prices are not in the sample, and Texas rates are not filed.

History
- Corrected the Florida rate figures: the indicated +50.14% belongs to the Pumpkin channel (all channels together: +19.69% indicated, +16.16% selected), and the PTZ increase is described as the full indicated change rather than exactly what claims needed. Clarified that California's +7.9% is the overall change across V4 products and that the 60% cap applies at each of three renewals.
- Corrected Florida base rates and wellness rates to the approved manual FL_20260724; separated the 1 January 2026 accident-wait change from the 1 October 2026 increase; marked the PTZ channel link to ASPCA as our research, not the filing; clarified age, renewal, waiver, hereditary-cover and loss-ratio wording; added BBB and Trustpilot ratings checked on 13 October 2026
